2020-2021 Testing for Lead in Drinking Water Statements of Assurance

State regulations (N.J.A.C. 6A:26-12.4(i)) require covered entities to annually submit a Statement of Assurance to the NJDOE, signifying their compliance with the requirements for lead testing of drinking water. The regulations state:

“All district boards of education (covered entities) shall submit to the Department by June 30 each year a statement of assurance that lead testing was completed in accordance with this section, that notifications were provided consistent with this section, and alternate drinking water continues to be made available to all students and staff in accordance with this section.”

The statements of assurance are completed online. Since New Jersey regulations do not require covered entities to conduct lead testing every year, and because some covered entities are exempt from lead testing under N.J.A.C. 6A:26-12.4(i), the Department has provided three (3) SOAs to address multiple scenarios, as indicated below:

  • If the entity was not required to conduct lead testing during the 2020-2021 school year, they completed the "Non-Lead Testing Year" SOA. This was the most common scenario.
  • If the entity was exempt from lead testing because they previously demonstrated that they do not use any drinking water outlets for consumption or food preparation in any of their facilities, and their exemption was approved by the Department, they completed the "Lead Testing Exempt Year" SOA.
  • If the entity conducted lead testing during the 2020-2021 school year, they completed the "Lead Testing Year" SOA. Entities would have tested during the 2020-2021 school year if they opened a new facility or if they were using a district facility that had previously been closed.

Spreadsheets listing covered entities that submitted Statements of Assurance for the 2020-2021 school year may be found at the links below. Each spreadsheet has three tabs; one for each of the three Statements of Assurance described above. The spreadsheets contain contact information, the website where their water testing results can be found, and the entity’s assurance statements.

For more information, such as full test results and, where applicable, remedial action taken by the entity, you may consult the entity’s website or contact them directly. Please note that the information displayed was reported directly to the Department by the covered entities.

The Department will update the links below as districts and other covered entities submit their statements of assurance. If a school district or other covered entity is not included, please contact them directly.

If you have any questions or concerns, you may contact the Department at leadtesting@doe.nj.gov
