The Office of Program Integrity and Accountability (OPIA) has direct responsibility for a variety of functions critical to helping to ensure the health, safety and well-being of individuals receiving services. OPIA works closely with the Department of Human Services’ divisions to ensure appropriate response and follow up when concerns arise involving individuals served or involving agencies/programs. The operating units within OPIA are carefully and deliberately positioned to perform these critical Department functions. OPIA issues a quarterly Risk Management report that evaluates the performance of agencies. The report is organized using national guidelines that measure key areas related to health, safety, fiscal integrity and overall operations based on information related to agency licensing, auditing, investigations and critical incident reporting. It is through these carefully placed units that efforts are undertaken to protect and promote health, safety and well-being.


OPIA is comprised of the following Offices:

The Office of Auditing is the DHS professional internal auditing organization. This office helps ensure fiscal and program accountability of DHS-funded and/or contracted agencies and licensed programs. It provides timely, professional auditing and consulting/advisory services to DHS management and the respective agencies that provide services to the residents of New Jersey.

The Office of Licensing (OOL) is the regulatory authority to license community residential and outpatient programs serving persons with developmental disabilities and traumatic brain injuries. Additionally, OOL conducts announced and unannounced visits and inspections to these settings as needed in response to concerns.

The Office of Performance Management is comprised of two units:


Central Fingerprint Unit (CFU)

The Central Fingerprint Unit processes requests for criminal history background information for staff working in programs and facilities within the Department of Human Services and the Department of Children and Families (DCF).

Critical Incident Management Unit

The Critical Incident Management Unit (CIMU) ensures quality oversight and management of all incident reports involving individuals served by DHS. CIMU also reviews investigations conducted by community agencies and programs to ensure accountability and quality.  CIMU maintains the DHS Central Registry of Offenders. The Central Registry is a confidential list of caregivers previously working in licensed, regulated programs who have been determined by a Department investigation to have abused, neglected, or exploited an individual with a disability.  Employers providing services to people with disabilities are required to check the Central Registry and determine if potential and existing caregiver names are listed. Individuals identified on the Central Registry are barred by law from being employed by, or volunteering in, DHS-funded, licensed, contracted or regulated programs.

The Office of Investigations (OI) conducts thorough, independent, objective and timely civil investigations of unusual incidents and allegation involving individuals served by DHS and its community partners. As part of its investigative and quality assurance activities, OI issues individual case findings and identifies systemic concerns to help ensure the continued, safety and well-being of individuals served.

The Office of the Director of Nutrition Services is responsible for developing and implementing nutrition guidelines to ensure uniform standards of practice for all patients/clients served by the Department of Human Services.

The Administrative Practice Office manages and transmits appeals of licensing actions and Central Registry placements to the Office of Administrative Law. The office supervises the promulgation of those rules and amendments to the New Jersey Administrative Code which are the responsibility of the units within the Office of Program Integrity and Accountability. Certification of compliance with the Federal government’s Keys Amendment for the State is coordinated through this office. Support and legal research is provided to OPIA’s various units in the pursuit of their missions.
