  Prevention and Early Intervention  
  The Juvenile Justice Commission awards approximately $24 million annually to county and local governments to fund programs that are aimed at turning around troubled youth before they reach the doors of a Commission facility. The Commission represents the deep end of the juvenile justice system in the State of New Jersey. An important priority of the Commission is to ensure that a proper continuum of care exists to serve youth with varying needs.  
  Based on the philosophy that communities have a unique understanding of their local youth populations, in 2000, the Commission created an office specifically devoted to coordinating, funding and supporting local programs and sentencing alternatives. The Office of Local Programs and Services uses several funding sources including federal, state and grant funds to assist counties and cities to develop programs aimed at reaching at-risk juveniles as soon as their delinquent behavior begins. The earlier a youth receives help, the better chance we have of making a meaningful difference in their lives.  
  These funds also allow counties and local governments to create sentencing options for Family Court judges realizing that not every juvenile needs to be placed in a secure setting or removed from their homes.
