State Police Introduces Newly Appointed Deputy Superintendents

West Trenton, N.J. - Earlier today, Attorney General Gurbir S. Grewal and Colonel Patrick Callahan announced the promotions of Lieutenant Colonel Fritz Fragé and Lieutenant Colonel Geoffrey Noble at a ceremony held at the New Jersey State Police Headquarters in West Trenton, N.J.

The rank of Lieutenant Colonel is the second highest attainable position within the New Jersey State Police.  The Lt. Colonel reports directly to the Superintendent and is responsible for supervising and overseeing the operations of a branch, coordinating the activities between branches, and performing in any staff position or function as ordered by the Superintendent.

Lt. Colonel Fritz Fragé will serve as the Commanding Officer of the Regional Operations Intelligence Center (ROIC). The Office of the ROIC is an all hazards, all crimes, and all threats fusion center with a joint interagency intelligence enterprise comprised of 175 personnel from multiple federal, state, county, and municipal law enforcement and public safety agencies, and is responsible for gathering, processing, analyzing, and disseminating information.

Prior to his assignment as the Commander Officer of the ROIC, Lt. Colonel Fragé served as the Commanding Officer of the Office of Drug Monitoring and Analysis and as the Executive Officer for the Office of the ROIC.  Lt. Colonel Fragé was also assigned as the Bureau Chief of the Information and Intelligence Analysis Bureau at the ROIC and assisted in opening the second Real Time Crime Center South at Rowan University in Gloucester County.  He was instrumental in the creation of the first Real Time Crime Center in Newark, N.J., a subsidiary of the Office of the ROIC, and served as the Unit Head.  Lt. Colonel Fragé has also testified in state Senate hearings, which discussed and analyzed the information sharing environment in New Jersey.  He holds a Bachelor’s degree in Criminal Justice and a Master’s degree in Human Resource Training and Development from Seton Hall University.

Lt. Colonel Noble will serve as the Deputy Superintendent of Administration.  The Deputy Superintendent of Administration is responsible for directing, coordinating, and controlling the personnel and functions of the Office Labor Relations and the sections which fall under the Administration Branch.  The sections within the Administration Branch are Identification & Information Technology, Administration, Division Human Resources, and Health & Safety Liaison Officer to the Department of Law and Public Safety.

Most recently, Lt. Colonel Noble served as the Commanding Officer of the Forensic and Technical Services Section where he was responsible for the administration of the Division's forensic capabilities, including the state crime laboratory system.  Lt. Colonel Noble served as a road trooper in Troops “A,” “C,” and “D” before being assigned to the Investigations Branch in 2001.  He served in numerous capacities within the Investigations Branch including narcotics, major crimes, and the Attorney General’s Police Involved Shooting Response Team.

Lt. Colonel Noble graduated from Mt. St. Charles High School in Woonsocket, Rhode Island.  He attended Seton Hall University where he earned a Bachelor of Arts degree in Criminal Justice and a Master of Arts degree in Education.  He is a graduate of the 246th session of the FBI National Academy and has provided lecture and instruction to numerous federal, state and local law enforcement agencies regarding investigative strategy and techniques.

Grewal. “I know that both Lieutenant Colonel Noble and Lieutenant Colonel Fragé will continue to serve the citizens of New Jersey with distinction and honor in their new roles while serving as role models for current New Jersey Troopers as well as for the next generation of young people considering a career in law enforcement. As we celebrate the great personal achievements of each of these individuals, we also acknowledge that these promotions continue to add to the diversity of a field that is strengthened by the varied and unique experiences that our troopers bring to their service.”

Lt. Colonel Fritz Fragé, is a member of the 117th New Jersey State Police Class, which graduated on October 3, 1997.  He is also a veteran, serving in the United States Marine Corps from 1989 to 1995, and was honorably discharged as a sergeant prior to joining the New Jersey State Police. He currently resides in Middlesex County and is the proud father of three children.

Lt. Colonel Geoffrey Noble graduated from the State Police academy on December 22, 1995, as a member of the 116th Class.  He currently resides in Burlington County with his wife Sara and is the proud father of three children.
