Proposed Rule Amendments -- Inspection Rules

The Motor Vehicle Commission (MVC) has proposed amendments to N.J.A.C. 13:20 concerning inspection rules. The proposed amendments will make substantial changes to the State’s enhanced inspection and maintenance (I/M) program by:

  • allowing only passenger-plated vehicles to obtain initial, OBD emissions inspections at the State’s official inspection facilities; eliminating the two-speed idle emissions test; exempting certain older vehicles from inspection; and requiring certain diesel-fueled vehicles to self-inspect mechanical and emissions systems;
  • requiring all commercial and Passenger Vehicle Transportation (PVT) inspections and re-inspections to be performed at a licensed private inspection facility (PIF) and redefining PIF licensing categories; and
  • requiring various New Jersey Department of Environmental Protection inspection tests be undertaken and all diesel-fueled vehicles meet general public highway standards.

The proposal contains a new rule to require that all emergency exits on buses comply with federal standards.
