Remedial Driver Education Program

MVC issues licenses authorizing New Jersey driving schools and approved Statewide safety organizations to administer the Driver Improvement Program (DIP) and/or Probationary Driver Program (PDP) courses through the NJ Remedial Driver Education Program (RDE). MVC has outlined eligibility requirements for the licensing of providers and instructors for these programs and has provided a list of pre-approved program curricula. A provider may apply for a license to offer the DIP and/or PDP programs. The regulations for these programs can be found at N.J.A.C. 13:19-14.1 to -14.30.

Driver Improvement Program (DIP)

A non-probationary drivers’ program that results in the removal of three points from the participant’s driving record upon successful completion of the course. Holders of a driver’s license subject to suspension or revocation may elect to attend a three-hour DIP, in lieu of all or part of a period of suspension. 

Probationary Driver Program (PDP)

A probationary drivers’ program that is a requirement for probationary driver’s license holders who accumulate more than two motor vehicles points or are convicted of certain motor vehicle violations. 

The Commission will provide instructions and information to DIP and PDP drivers to contact providers directly, register for a class, and pay the course fee to the provider and the administrative fee to the Commission. 

How to get a Provider License

  • Ensure all Instructor’s complete and submit a copy of an instructor certification or course completion issued by the sponsor for each curriculum to be used by the provider.

  • Comply with all classroom location requirements

  • Submit a Certificate of Insurance in the minimum amount of $1,000,000 single occurrence and $2,000,000 in the aggregate, liability and medical payment protection to participants, and professional liability insurance.  Certificate must require that the Chief Administrator be given 30 days' written notice prior to the termination of coverage, and must name the Motor Vehicle Commission as an additional insured. Certificate holder should read:

  • The licensing fee is $250 ($25 with application and $225 after approval) for a two year licensing term (payment may be made by bank draft or money order payable to the New Jersey Motor Vehicle Commission).

How to get an Instructor License

  • All applicants must: be 21 years old or older; have at least three consecutive years of licensed driving experience on the public roads and highways; have no record of a suspension or revocation on his or her driver’s license, special learner’s permit, examination permit or probationary license during the past two years; and have no conviction of a violation of N.J.S.A. 39:4-50 (Driving While Intoxicated)  or N.J.S.A. 39:4-50.2 (Refusal to Submit  to a Breathalyzer Test) , or a conviction or administrative  determination of a substantially similar offense in any other jurisdiction during the past five years.

  • All applicants must hold an instructor certification issued by the sponsor for each program curriculum type for which the applicant seeks licensure. The certification must have been issued within the two-year period immediately prior to the date the application is submitted. An applicant may seek licensure to instruct DIP, PDP or both.

  • Licensing  fee is $75.00 for  a two year licensing term (payment may be made by bank draft or money order payable to the New Jersey Motor Vehicle Commission).
