• Brian O. Lipman, Esq. Director

     

    Brian O. Lipman, Esq. is the Director for the Division of Rate Counsel.  Brian has been with Rate Counsel since August, 2013.  He has over 18 years of experience practicing law in New Jersey.

     

    Prior to joining Rate Counsel, Brian was a Deputy Attorney General with the State of New Jersey for ten years.  The last two years, he was the Assistant Section Chief for the Division of Law’s Public Utility Section, responsible for representing the New Jersey Board of Public Utilities in numerous jurisdictions including the Federal Energy Regulatory Commission, Federal District Court, the Office of Administrative Law and other administrative forums on behalf of the BPU.  During his tenure at the Attorney General’s Office, Brian represented numerous state agencies in a diverse set of cases including mortgage fraud, election law and civil rights matters litigated before various state and federal courts and agencies.  Before joining to the Attorney General’s Office, Brian worked in private practice, representing private and public sector clients in labor, employment and other commercial matters.  Brian has taught several classes for the New Jersey Attorney General’s Advocacy Institute and taught as an adjunct professor at Seton Hall University School of Law.

     

    Brian has a B.S. in political science from The American University and graduated with honors from Rutgers School of Law-Camden.

  • T. David Wand, Esq. Managing Attorney - Electric


    T. David Wand, Esq., joined the Division of Rate Counsel in 2019 and is responsible for providing expertise in all aspects of utility law to insure all electric utility consumers receive reasonable rates and the best quality of service.  Before joining the Division, David was an associate on the Administrative and Environmental Law teams at the law firm of Wilentz, Goldman & Spitzer, P.A. where he guided public and private clients through regulatory compliance and other administrative law matters.  David also served as a Deputy Attorney General in the New Jersey Attorney General's Office, Division of Law, where he advised and litigated on behalf of the New Jersey Board of Public Utilities in both state and federal matters, including those before: the United States Court of Appeals, D.C. Circuit; the Federal Energy Regulatory Commission; and the Superior Court of New Jersey, Appellate Division.  Upon graduation from Pace University School of Law, Mr. Wand clerked for the Honorable Rudy B. Coleman in the Superior Court of New Jersey, Appellate Division.

    David has a B.A. in Philosophy from Albright College and received his J.D. from Pace University School of Law.

  • Susan E. McClure, Esq. Managing Attorney - Water/Wastewater

    Susan E. McClure, Esq., is the Managing Attorney for the Water/Wastewater specialty group within the Division of Rate Counsel.  She has been with the Division of Rate Counsel since August of 1997 and is responsible for managing assigned attorneys and support staff in the preparation of pleadings, expert testimony and exhibits in connection with the regulatory oversight of water and wastewater companies in New Jersey.

     

    Susan from 1995 to 1997 was employed by the The Rothfelder Law Offices. Prior to 1995, Susan was employed by McManimon and Scotland.  Susan worked on public utility cases for both firms.  She was responsible for preparing briefs, pleadings and memoranda for clients ranging from cogeneration to cellular companies, county utility authorities to municipalities and others, on issues of solid waste regulatory law, municipal franchise law, contract law and water public utility law.

     

    Susan has a Bachelor of Arts Degree in Psychology from Livingston College-Rutgers University and a Juris Doctorate from Seton Hall School of Law, Newark.

  • Maura Caroselli, Esq. Managing Attorney - Gas and Clean Energy
    Maura Caroselli, Esq. is the Managing Attorney for the Gas and Clean Energy group at Rate Counsel.  Maura has over 13 years of experience practicing law.  She has worked in the Gas and Clean Energy group with Rate Counsel since 2015 on utility rate cases, pipeline matters, regulatory issues, and energy efficiency matters.  In this capacity she has appeared before the Appellate Division, the Board of Public Utilities, and the Office of Administrative Law.   Prior to joining Rate Counsel, she was a legal consumer advocate with Legal Services of New Jersey and the Community Health Law Project representing low income clients in foreclosure and other consumer debt collection cases.  She also served as an investigator with the Equal Employment Opportunity Commission and a staff attorney with the NJ Office of Administrative Law.  Maura first began her career in consumer advocacy with New Jersey Citizen Action (NJCA) where she served as a community educator on energy restructuring and she traveled throughout the state to provide valuable information to consumers when energy deregulation was new to New Jersey.  With NJCA, she also organized communities around banking and community reinvestment issues.    

    Maura holds a B.A. in English and Sociology from Douglass College at Rutgers University and a J.D. from Seton Hall School of Law.
