NJDOT to propose rules to
establish "Smart Moves" program

The New Jersey Department of Transportation (NJDOT) is proposing rules that will repeal the current mandatory Employer Trip Reduction (ETR) regulations and replace them with new rules that establish a voluntary program called "Smart Moves."

The mandatory ETR program was abolished by the State Legislature in November 1996 and the NJDOT must repeal those implementing regulations and adopt new rules to set up the voluntary program.

One element of "Smart Moves" establishes tax credits for New Jersey employers that voluntarily institute programs at their work sites to reduce vehicle trips and vehicle miles traveled through the use of public transit, carpooling, vanpooling or other commuting alternatives. The NJDOT will not assess fees or penalties for employers that do not participate in "Smart Moves."

The repeal of the old rules and proposed new rules are scheduled to be published in the New Jersey Register on July 7, 1997. A public hearing on the repeal/proposal has been scheduled for July 30, 1997 in the Multi Purpose Room at NJDOT Headquarters in Ewing Township from 1 p.m. to 4 p.m.
