Department of Transportation Proposes
Amendments to The State Highway Access Management Code Affecting Stafford Township in Ocean County And Kingwood Township in Hunterdon

The New Jersey Department of Transportation has proposed amendments to N.J.A.C. 16:47, the State Highway Access Management Code. The State Highway Access Management Code manages vehicular access onto State highways. Management and control of access points helps to maximize safe and efficient operation of the State highway system.

On April 24, 2001, Stafford Township in Ocean County adopted a design plan for Route 72 between mileposts 21.69 and 22.99 to allow for future improvements needed along the highway, especially at the intersection of Route 72 and East Road (also known as “Doc Cramer Boulevard”). The Department proposes to amend N.J.A.C. 16:47-6.12(b)2 to incorporate by reference Stafford Township’s April 24, 2001, design plan as a supplement to Stafford Township’s existing access management plan for Route 72.

In response to a request by Kingwood Township, Hunterdon County, the Department also proposes to amend N.J.A.C. 16:47 Appendix B, State Highway Access Levels by Route and Milepost, to reflect a change to the access level for Route 12 in Kingwood Township. The Department also proposes corresponding changes in cell designations necessitated by the proposed access classification changes.

The proposed amendments are published in the February 19, 2002 issue of the New Jersey Register. The public has until April 20, 2002, to comment on the proposal. Persons wishing to comment on the proposal must send their comments in writing to Thomas P. Thatcher, Administrative Practice Officer, NJ Department of Transportation, 1035 Parkway Avenue, P O Box 600, Trenton, NJ 08625-0600, Fax: (609) 530-3841. Comments must be sent by fax or postmarked by April 20, 2002, which is the close of the 60-day public comment period.
