Q. What is AASHTOWare Project?
A. AASHTOWare Project is a suite of software modules, developed by the American Association of State Highway and Transportation Officials (AASHTO), designed to support state construction programs. AASTHOWare Project manages the construction program beginning with cost estimation through proposal preparation, bid-letting and construction and materials management. It also provides historical data collection and analysis.

Q. What AASHTOWare Project modules have been implemented at New Jersey Department of Transportation (NJDOT) and who will be impacted?
  • The Cost Estimation System (CES) software module is used for cost estimation by design consultants and NJDOT in-house design teams. In Summer 2017, NJDOT anticipates the phase out of CES and to replace it with AASHTOWare Project Estimation software module.
  • The Preconstruction software module is used by estimators from NJDOT’s Capital Program Management (CPM) and Operations units to generate standard reports that include the detailed estimate, the proposal estimate and the proposal. It also allows projects to be combined into proposals for bid-letting, and permits the selection of a group of proposals for a bid-letting package. It also aids in advertising bids, tracking plan and proposal holders, processing bid information, evaluating bids and making award decisions.
  • The Expedite software module is an electronic bidding system that is used for NJDOT’s CPM and Operations projects. Expedite consists of several components, some intended for the NJDOT and others for bidders.
  • The Site Manager software module is be used by NJDOT field inspectors, resident engineers, administrative and laboratory staffs.
  • Bid Analysis Management System/Decision Support System (BAMS/DSS) is the data warehouse module of AASHTOWare Project. It is used by the NJDOT’s Office of AASHTOWare Project Support in the Bureau of Construction and Materials and by the Office of the Inspector General for various management reports.
Q. Who implemented AASHTOWare Project?
A. AASHTO contracted Info Tech to develop and maintain the AASHTOWare Project software. Besides the New Jersey Department of Transportation (NJDOT), more than 40 other states use AASHTOWare Project.
