Question 1: It seems TP-276 A Solicitation is assigning dollar value for section 1B instead of section 10.
Answer 1: Dollar values are reduced to $10 m or more for the encompassed work.
Question 2: It is highly unlikely for someone at NICET 4 qualifications just to work on Roads (without a bridge portion involving ITS work) for 10 of last 12 years. Please confirm the 10 years requirements specified in section 10 for Assistant Resident Engineer Position is for road/bridge CI.
Answer 2: Changes are to reflect road/bridge applications not just road only.
All Key Staff in Section 10 can provide road/bridge experience. A revised Evaluation criteria has been posted and the closoing date has been extended to 10/8/19.
Question 3: For all positions: the section 10 calls for multiple requirements as years within years and it is difficult to understand how it will be rated with looped up years. Would years simply be rated out of total of 34 years (where 19 years are for ARE position, 11 years for Road Inspector III position, and 4 years for Road Inspector II position) OR something different?
Answer 3: The years are not cumulative in the qualifications in the given functions, they usually overlap. If there's a given limit, the years are to be encompassed in the given limit.
Question 4: Please confirm if the dollar value requirements applies to all 34 years listed for all positions in section 10 or if site manager experience has different dollar value requirements? Usually, the site manager experience is subject to lesser dollar value or no dollar value since the skill set for this work is more or less same for all size projects of $2M or more.
Answer 4: Site manager has same dollar value limits as the rest of the other work.
Question 5: Shouldn’t CFOT be required for this project for at least 1 of the 3 positions provided there is significant ITS work on this project?
Answer 5: As per discussion with contract manager, it was decided that cfot was a desirable trait for this solicitation but not a requirement for this solicitation.
