Question and Answer For Current Technical Proposals

TP-281
Define the Anticipated start date for each position?
The Anticipated start date for each position will be by January 6, 2020.
There should be an Option to specify which regions to be considered for.
Preference can be indicated.
Requiring 7 scored position. This will have a major impact on the industry’s ability to respond. In comparison, Regional Construction Inspection Term Agreements usually specify 3 to 4 positions.
Requiring 7 scored positions are the minimum requirement per each term agreement due to the number of Construction Contracts and the numbers of crews per each Contract.
The stated rules for mileage appear to be in conflict with the ACEC/NJDOT agreements/policies.
The stated rule for mileage is for Operation’s Contracts because they are “if and where” locations within each Region or the Statewide.
Under Section 1B, requires 13 years for the RE, when the standard has been 12 years.
Operations is requiring 13 years for the RE. (10 years for NICET IV + 3 years RE experience)
Define the position (7) Inspector/Technician, which is a new requirement, with no advance notice to the ACEC. It Appears that this type of experience could be limited to a very few persons.
a. Define 3 years of coordination of highway maintenance work and programs.
b. The 5 Years of experience as option 2 in section 1B is excessive, and define “coordination of highway maintenance work and programs to ensure safe and usable highways.”
The position (7) Inspector/Technician was posted before under TP 252. The Prime can use Subconsultant for Position (7).
Section 10:
a. Position 1: The 2 years as RE and the 2 years of site manager experience could be in the same 2 years. 4 years seems excessive when it has been 3 in the past.
b. Positions 2, 3, & 5: 4 years: The standard has been 2 to 3 in the past.
c. Position 7: 6 years seems excessive and again explain what it is, as this has not been posted before.
No changes will be made under Section 10.
Regarding TP-281, can you clarify the qualifications for the Inspector/Technician (7) position?
Specifically, please clarify the follow criteria:
  • From Section 1B, “Coordination of Highway Maintenance Work and Programs”
  • From Section 1B, “Coordination of Highway Maintenance Work and Programs to Ensure Safe and Usable Highways”
  • From Section 10, “NJDOT Supervision/Inspection of Landscape Maintenance Operations”
  • From Section 10, “NJDOT Supervision/Inspection of Highway Construction/Maintenance”
  • From Section 10, “NJDOT Supervision/Inspection of Bridge Construction/Maintenance”
The qualifications for the Inspector/Technician position # (7): it is experience with coordination of work and Supervision/Inspection of: Mechanized highway and other construction equipment, signage, construction of sidewalks, curbs, inlets, manholes, basins, culverts, headwalls, gutters, wing walls, and roadway repairs, vegetation, pesticides, and other landscaping tasks, and traffic safety and safety devices.
TP 281 has a closing date of 10/10/19. Due to numerous project selections, the extensive number of positions and resumes required, and the difficulty in obtaining releases in a timely manner, additional time is needed. Will the Department consider a time extension for this solicitation due to these circumstances?
