Besides promoting safety information and recreational opportunities for bicyclists, the New Jersey Department of Transportation (NJDOT) is also responsible for the plan and design of bicycle facilities on New Jersey highways.
NJDOT offers engineering guidelines, a Master Plan for roadways that are compatible with bicyclists and walkers and a resource center for statewide projects.

The 2016 update of the New Jersey Bicycle and Pedestrian Master Plan presents a vision, goals and strategies to achieve a transportation system in which walking and bicycling are routine, convenient and secure throughout the state. With a ten year horizon, the master plan takes a “big picture” perspective and is intended to be a living document that will require ongoing coordination among NJDOT, other state agencies, Metropolitan Planning Organizations (MPOs), counties, municipalities, nonprofits, consultants, developers, advocates and the general public.

The Bicycle Safety Action Plan's mission is to reduce the incidence of bicyclist fatalities and serious injuries in New Jersey. On average, 2,400 bicyclists were struck by motor vehicles each year from 2008–2013. During the same time, on average 16 bicyclists were killed each year and 62 bicyclists sustained incapacitating injuries. The vision for the New Jersey Bicycle Safety Action Plan is: New Jersey is working toward a future with zero bicyclist deaths and serious injuries through safety initiatives that prioritize the needs of vulnerable populations and promote mutual respect among all roadway users. The Bicycle Safety Action Plan is organized around three goals. For each core goal, a series of recommended actions are proposed that relate back to data, trends and analysis discussed in the plan.
