PERS Board Election Information

The election process has begun to fill three positions on the Board of Trustees of the Public Employees’ Retirement System; one State representative position, one Municipal representative position and the County representative position. Election notices were distributed in early-October to all employing locations with enrolled PERS-State members, PERS-Municipal members and PERS-County members. The Certifying Officer at each employing location is required to distribute this information to all eligible employees when the notice is received.

State Representative

Nominations are being accepted to fill one State representative position on the PERS Board of Trustees. A State representative will be elected for a three-year term beginning July 1, 2020 and ending on June 30, 2023. A member who wishes to be a candidate for the PERS State position must be an active or retired PERS-State member and must be nominated by at least 500 active PERS-State members. Only active PERS-State members may nominate a candidate for the PERS State position.

If you wish to declare your interest in running for this position, please send a written request by December 2, 2019, to the PERS Board Secretary at NJBOT.Nomination@treas.nj.gov or P.O. Box 295, Trenton, N.J., 08625-0295.

Nominations must be received online or arrive in the Board Office on or before 4:00 p.m. Friday, January 3, 2020. If more than one State candidate receives 500 or more nominations, an election will be required. Election ballots will be mailed to PERS-State employers for distribution on or about March 30, 2020.

After candidates have declared their interest in becoming a PERS State representative, nominations to support a candidate are made primarily through a secure Web site. The process is easy and it only takes a few minutes to support the candidate of your choice. You just need to have access to a computer and log on to the Election-America State website and follow the simple directions. You will need to provide the last (4) digits of your social security number, the first (4) letters of your last name, and your birthdate. You will then see a list of all the candidates, and you can make your selection.

Municipal Representative

Nominations are being accepted to fill one Municipal representative position on the PERS Board of Trustees. A Municipal representative will be elected for a three-year term beginning July 1, 2020 and ending on June 30, 2023. A member who wishes to be a candidate for a PERS Municipal position must be an active or retired PERS-Municipal member and must be nominated by at least 300 active PERS-Municipal members. Only active PERS-Municipal members may nominate a candidate for the PERS Municipal position.

If you wish to declare your interest in running for this position, please send a written request by December 2, 2019, to the PERS Board Secretary at NJBOT.Nomination@treas.nj.gov or P.O. Box 295, Trenton, N.J., 08625-0295.

The general responsibility for the operation of the PERS is vested in the Board of Trustees under the provisions of N.J.S.A. 43:15A-17. The Board meets monthly at the Division of Pensions and Benefits in Trenton. The statute provides that no employee shall suffer loss of salary or wages because of serving on the Board.

PERS Board Responsibilities

  • Render decisions regarding Disability Retirement cases.
  • Review appeals pertaining to the denial of certain pension benefits.
  • Adopt rules and regulations to provide for the payment of benefits and collection of monies as required by statute.
  • Establish rules and regulations within the limitations of statutes and opinions of the Courts and the Attorney General, designed to prevent injustices and inequities that may arise in the operation of the Retirement System.
  • Resolve individual questions and appeals on the merits of each case in terms of statutes, opinions of the Attorney General, advice of the Actuary and cases cited by counsel as deliberated by the Courts.
  • View monthly and annual reports setting forth data such as assets and liabilities, income and disbursements, and statistical summarization of membership as documented by the Actuary.

ELECTION RESULTS

Irene Savicky, Group C from Cumberland County representing Group C, began her three-year term on January 1, 2020.

TRUSTEE POSITION

Howard Lipoff, Group A, was the only candidate to register with the TPAF Board Secretary by the filing deadline, March 1, 2020. Therefore, Mr. Lipoff is deemed elected without ballot to represent Group A, for a three-year term commencing on January 1, 2021. Group A consists of Bergen, Essex, Hudson, and Union County. As only one candidate registered for the trustee position for Group A, there will be no need to conduct a vote for this position.

DELEGATES/ALTERNATES

On March 31, 2020, the respective County Superintendent's Office received information for the selection of this year's delegates and alternates. Please remember to register with your respective county for the 2021 election of a member-trustee. Eligibility is determined by where you worked — not your residence; therefore, the county contact will be based on the county where you are currently employed or your school district at the time you retired. If you are interested in being a delegate/alternate for the 2021 election of a member-trustee, contact your respective County Superintendent's Office. The names of the selected delegates and alternates must be electronically submitted to the Division no later than Monday, June 15, 2020.

The selection of delegates and alternates is an important part of the process. Per N.J.A.C. 17:3-1.4, the County Superintendent is required to continue the process of annually providing the names of eligible delegates and alternates to the Board office in the event that unforeseen circumstances make it necessary to conduct a vote for a trustee position.

Police and Firemen's Retirement System of New Jersey Board of Trustees - Term effective February 1, 2019

P.L. 2018, c. 55 (Chapter 55), established a new Police and Firemen’s Retirement System of New Jersey (PFRSNJ) Board of Trustees, effective February 1, 2019.

Three (3) active Police Representatives: One (1) elected by the active members of the system, one (1) appointed by the president of the New Jersey State Policemen’s Benevolent Association (PBA), and one (1) appointed by the President of the New Jersey State Fraternal Order of Police (FOP) . Three (3) active Fire Representatives: One (1) elected by the active members of the system, one (1) appointed by the president of the New Jersey State Firefighters Mutual Benevolent Association (NJFMBA), and one (1) appointed by the President of the Professional Firefighter’s Association of New Jersey (PFANJ). One (1) retiree elected from the retirees of the system. Five (5) Trustees appointed by the Governor.

PFRS Board Election Information

The election process begins in August 2020 to fill one position on the Police and Firemen's Retirement System of New Jersey (PFRSNJ) Board of Trustees; one active police position for a four year term beginning February 1, 2021.

Election Information for Active Representatives

A Notice of Election has been distributed to all employing locations with enrolled PFRS police members which indicates that elections will soon begin for one active police representative for the PFRSNJ Board of Trustees. The Certifying Officer at each employing location is required to distribute this information to all eligible employees when the notice is received. The Certifying Officer's attention to this distribution is required under N.J.A.C. 17:4-1.4. Further, it will be the Certifying Officer's responsibility to distribute each ballot to the member in accordance with N.J.S.A. 43:16A-32, N.J.S.A. 43:16A-68, and N.J.A.C. 17:4-1.4.

Police Representative

A police representative will be elected for a four-year term beginning on February 1, 2021 and ending on January 31, 2025. A member who wishes to be a candidate for the police position must be an active and enrolled PFRS police member as of June 30,2020 and must receive at least 500 active PFRS police member nominations. Only active PFRS police members may nominate a candidate for the PFRSNJ police position.

If you wish to declare your interest in running for this position, please send a written request by September 11, 2020 to Lisa Pointer, PFRSNJ Board Secretary, at PFRSNJBOT.Nomination@treas.nj.gov or P.O. Box 297, Trenton, NJ 08625-0297.

Nominations must be received online on or before 4:00 p.m. Friday, October 2, 2020. If more than one police candidate received 500 or more nominations, an election will be required. Election ballots will be mailed to the PFRS employers on or about November 23, 2020. Each member must cast their own ballot. All eligible nominees will be invited to attend the drawing by lot for position on the ballot, if necessary, on October 19, 2020, at 9:00 a.m. at the PFRSNJ Board Office.

After the candidates have declared their interest in becoming an active PFRS police representative, nominations to support your choice for a candidate are made online through a secure website. Please be sure to allow sufficient time for active police members to request candidacy and for the vendor to enter the candidate's name to the nomination on-line system. The process is very easy and it only takes a few minutes to support the candidate of your choice. You just need to have access to a computer and log on to https://vote.election-america.com/PFRSNJ and follow the simple directions. You will need to provide the last four digits of your social security number, the first four letters of your last name, and your year/month of birth. You will then see a list of all the candidates, and you can make your selection.

The general responsibility for the operation of the PFRSNJ is vested in the Board of Trustees under the provisions of N.J.S.A. 43:16A-13. The Board meets monthly at the Division of Pensions and Benefits in Trenton. However, currently due to the Covid 19 pandemic, the Board has been meeting telephonically. The statute provides that no employee shall suffer loss of salary or wages because of serving on the Board.
