This notice is to advise that your 3rd Quarter 2016 Internet-based Report of Contributions (IROC) is ready for processing.

The IROC is accessed through the Employers Pension Information Connection (EPIC), the secure and fast method for pension information and processing.  The Certifying Officer at your employing location has the ability to grant IROC access to other staff persons by using the “Security” function in EPIC.

If you have questions about how to use EPIC, please contact the Division’s Employer Education Unit for EPIC help at (609) 292-7524.  You can also get help from the Division’s Web site at: http://www.nj.gov/treasury/pensions/epickit.htm  or by clicking the “EPIC User’s Guide” button on your EPIC home page.

  1. The Certifying Officer and Supervising Certifying Officer are the only persons to receive correspondence about IROC;

  2. Because the Certifying Officer is authorized to grant IROC access to the staff person who does the report, you should ensure this staff person has EPIC access and is familiar with its use;

  3. For questions concerning how to complete the Report of Contributions correctly, please feel free to contact the IROC Helpline at (609) 777-2115, or access the IROC Manual at http://www.nj.gov/treasury/pensions/epickit.htm  or by clicking “EPIC User’s Guide” on your EPIC home page.  Also attached is Fact Sheet #77, The Quarterly Report of Contributions, which contains general information on completing and submitting the IROC.

  4. A “Print” button is available on the IROC main page.  You may create a print copy of your Report at any time before, during, or even after you have completed the ROC.  Just click “Print” at the top of the main page and you will get your print copy.  This feature also is useful for printing copies of Reports of Contributions completed for earlier quarters.

Employers who use the IROC have reported that this method is easier and much more efficient; for many it reduces the completion time by half or more.  If you are new to using the IROC, it will only take a few minutes to learn the new method and we believe you will find it very much worth your while.

At the Division, we truly appreciate the dedication and hard work you bring to your job administering your employees’ pension and benefits.  We also want to thank you in advance for your cooperation in making the change to this online reporting system.  We hope you will find that using the IROC will greatly improve your quarterly reporting experience.

Do you have employees who are looking for information about retirement? 

The Division of Pensions and Benefits has scheduled upcoming Retirement Seminar dates for members of the Public Employees’ Retirement System (PERS), Teachers’ Pension and Annuity Fund (TPAF), or Police and Firemen’s Retirement System (PFRS).  Both in-person Seminars and live online webinars are available.

In-person Seminars are available at locations across the state, including three new locations in Verona, Toms River, and Margate City – see the attached list for seminar dates and locations.  Live Webinars cover all of the same information as our seminars but can be attended without travel from your own computer. 

Designed for employees who are planning for retirement, retirement seminars and webinars provide a step-by-step look at the retirement process. We explain retirement benefits, beneficiary options, group life insurance, and how to submit the retirement application online using MBOS. Retirement eligibility, purchase, loan repayment provisions, and the taxability of pension are explained along with a brief discussion of State Health Benefits Program and School Employees’ Health Benefits Program coverage in retirement. Seminars conclude with a question and answer period; Webinar attendees are able to submit questions for individualized answers.

The Certifying Officer and Supervisor of the Certifying Officer are both required to complete the Chapter 52 Annual Membership Certification, which is available as an online application in the Employer Pensions and Benefits Information Connection (EPIC). All certifications must be completed no later than September 30, 2016.

Specific instructions on using the Chapter 52 Annual Membership Certification online application are contained in the Certifying Officer Letter.

CERTIFYING ENROLLMENTS
Certifying Officers and Supervisors of Certifying Officers should verify that all training in enrollments — as required under Chapter 52 — has been completed and that all enrolled persons are eligible for membership in the retirement system in accordance with the statutes and regulations of the retirement system prior to certification.

The annual open enrollment for the New Jersey State Employees Tax Savings Program (Tax$ave 2017) will be conducted from October 3 through October 31, 2016. Tax$ave consists of three components:

  1. The Premium Option Plan (POP);
  2. The Unreimbursed Medical Flexible Spending Account; and
  3. The Dependent Care Flexible Spending Account.

Upon request, WageWorks will provide educational employee seminars at your workplace to explain the Tax$ave Flexible Spending Accounts.

Contact WageWorks today to request a seminar for your employees!  To schedule a seminar with a WageWorks representative, please complete and return the attached Tax$ave Seminar Request Form no later than August 26, 2016.

Seminars are about 60 minutes in duration and include time for questions and answers. These seminars have proven to be very successful educational tools and we strongly encourage you to make one available to your employees (please note that we ask for a minimum of 25 employees).

The Division of Pensions and Benefits has scheduled upcoming Retirement Seminar dates for members of the Public Employees’ Retirement System (PERS), Teachers’ Pension and Annuity Fund (TPAF), or Police and Firemen’s Retirement System (PFRS).  Both in-person Seminars and live online webinars are available.

In-person Seminars are available at locations across the state – see the attached list for seminar dates and locations.  Live Webinars cover all of the same information as our seminars but can be attended without travel from your own computer. 

Designed for employees who are planning for retirement, retirement seminars and webinars provide a step-by-step look at the retirement process. We explain retirement benefits, beneficiary options, group life insurance, and how to submit the retirement application online using MBOS. Retirement eligibility, purchase, loan repayment provisions and the taxability of pension are explained along with a brief discussion of State Health Benefits Program and School Employees’ Health Benefits Program coverage in retirement. Seminars conclude with a question and answer period; Webinar attendees are able to submit questions for individualized answers.

This notice is to advise that your 1st Quarter 2016 Internet-based Report of Contributions (IROC) is ready for processing.

The Certifying Officer at your employing location has the ability to grant IROC access to other staff persons by using the “Security” function in EPIC.

  1. The Certifying Officer and Supervising Certifying Officer are the only persons to receive correspondence about IROC;

Employers who use the IROC have reported that this method is easier and much more efficient; for many it reduces the completion time by half or more.  If you are new to using the IROC, it will only take a few minutes to learn the new method and we believe you will find it very much worth your while.

SUBJECT: Introducing the Common Enrollment Application in EPIC

The Division of Pensions and Benefits is pleased to announce that the new Common Enrollment Application will become available to employers through the Employer Pension and Benefit Information Connection (EPIC) on Tuesday, March 15. 2016. 

The new application guides employers through a single process when enrolling newly hired employees into the Public Employees’ Retirement System (PERS), Teachers’ Pension and Annuity Fund (TPAF), or Police and Firemen’s Retirement System (PFRS).

ROLLOUT OF THE NEW APPLICATION

To facilitate the rollout of the Common Enrollment Application, the current PERS, TPAF and PFRS Enrollment Applications in EPIC will be disabled as of 1:00 p.m. Monday, March 14, 2016.  After this time, employers should hold any new enrollments until the new application becomes available.

The new Common Enrollment Application is scheduled to come online in EPIC the morning of Tuesday, March 15, 2016.

USING THE COMMON ENROLLMENT APPLICATION

The new Common Enrollment Application will simplify the enrollment process for employers by removing the guess work when assigning a new employee to a retirement system. 

When available, EPIC users who have access to the current buttons for PERS, TPAF or PFRS Enrollment will find them replaced by a single button labeled “Pension Enrollment.”

Upon clicking the button, the common application will present a short series of questions.  As each question is answered, the application will guide the user toward the appropriate retirement system for enrollment.  Once the correct system has been determined the remaining enrollment process will be similar to the pages and questions in the current PERS, TPAF, and PFRS applications.

As with current enrollments, dual certification from the Certifying Officer (CO) and the Supervisor of the Certifying Officer (SCO) are required under the provisions of Chapter 52, P.L. 2011.  This procedure remains in place and unchanged for the Common Enrollment Application.  The CO and SCO should check the list of pending applications in EPIC awaiting their approvals.

  • Additional information about the Common Enrollment Application — including updates to the EPIC User’s Guide — will be available from the Division of Pensions and Benefits in the immediate future.

This employer training session provides training on the employer's responsibility in the pension and benefit process including purchase of service credit, loans, retirement, health benefits and death claims and how to use the Employer Pensions and Benefits Information Connection (EPIC) for these tasks.

DCRP ENROLLMENT AND PROCESSING
This employer training session covers the enrollment rules for the Defined Contribution Retirement Program (DCRP) in detail. We will discuss permanent, temporary, and on-call enrollment rules and show you how to enroll employees using the Employer Pensions and Benefits Information Connection (EPIC). Representatives from the Division and Prudential will explain DCRP benefits and the reporting process. Time will be allowed for questions and answers.

INTERNET REPORT OF CONTRIBUTIONS (IROC) TRAINING

This employer training is designed for anyone in payroll or benefit administration who is responsible for completing the quarterly pension Internet Report of Contributions or IROC. Whether you are brand new or a seasoned veteran, we are sure that you will benefit from this training. Enrollment is limited.
