The following information is provided for independent school auditors. The manual and respective web-application will enable the auditors to prepare the Audit Summary Application (AUDSUM) which is required by the New Jersey Department of Education. Many new expenditure lines were added to the Chart of Accounts this year. Among these additions were lines to accommodate Unused Vacation and Sick Payments to Retired and Terminated Employees, as well as an entire new section of expenditures to accommodate Preschool Development Expansion Grant appropriations. Please carefully review new lines on the Audit Summary Worksheet below, which are highlighted in yellow.
New last year, the Audit Summary Application was enhanced to allow for file uploads of the revenue and expenditure sections, including the school based expenditure section completed by former Abbott districts. The software allows independent school auditors the ability to edit their user profile and track each of their district's certification status. The independent school auditor must certify the audsum data by using the electronic signature process, and the school district can review the audsum data online, and must also certify the Audsum data entered by the independent school auditor using the electronic signature process. The district certification process will now entail entering building square footage to two new boxes on the certification screen. The first box will collect the total square footage of all buildings with maintenance costs, and the second box will collect the total square footage of administration space that is a subset of the first total. This will allow for the calculation of an Indirect Cost Rate. Instructions for accessing and using the audsum application are included in the technical manual below.
As a reminder, the data submitted on the audit summary application will be automatically downloaded into the 2017 - 2018 school district budget programs for the 2015-2016 actual columns. Therefore, the board secretaries/business administrators must thoroughly review all reports in the Audsum so they can attest to the accuracy of the data and electronically certify the audsum. If discrepancies in the 2015-2016 information are identified when the district receives the 2017-2018 budget program, corrections to these actual numbers can only be made through the correction and recertification of the audsum on-line. The audsum data should be completed and certified by both the independent school auditor and the school district no later than December 5, 2016.
