The Community Eligibility Provision (CEP) is a new federal program under the USDA's National School Lunch and School Breakfast Programs. It allows schools that predominantly serve low-income children to offer free breakfast and lunch to all students rather than collecting individual applications and limiting free and reduced-price lunches to income-eligible students. School eligibility for CEP is based on data from other federal programs, including the Supplemental Nutrition Assistance Program (SNAP) and the Temporary Assistance Program for Needy Families (TANF).
