For Current Technical Proposals

Questions will be accepted up to question cut-off date noted in the technical proposal.

Technical Proposal


TP-273


Question 1: Is it required to include a DBE/ESBE resume for one of the scored positions or is it acceptable to just name a DBE/ESBE firm?

Answer 1: It is up to the Consultant Firm on how to achieve the required DBE/ESBE goal.  In Section 2 of the Evaluation Criteria Forms, each DBE/ESBE firm must be identified in achieving the goal.

Question 2: There is a discrepancy between the requirements in the Solicitation Section and in the Evaluation Sections.  Please clarify which positions are to be rated for this Solicitation.


Answer 2: 
The solicitaion should state:

  • Two Roadway Inspectors NICET III or Equivalent (RATED)
  • Two Roadway Inspectors NICET II or Equivalent (RATED)
  • One Office Engineer NICET II or Equivalent (RATED)
  • One Schedule Analyst (NOT RATED)

Question 3: In the Technical Proposal Evaluation Criteria – Project Manager, Construction Inspection, Section 6: it states: “List below years of experience for the proposed Project Manager for projects of similar size and complexity as described above to a maximum of ten (10) years. Years of Project Manager (refer to page 1 of instructions for definition) experience indicated below must be in addition to years of experience claimed in Section 1A (Section 1A for the PM with a PE requires 3 years of experience as a Resident Engineer or, for a NICET IV, 3 years as a Resident Engineer and for a Construction Inspector with 10 years of CI experience with 4 years of experience as a Resident Engineer).  Enclose a highlighted resume describing experience.”

 

This assumes that the PM with a PE is now required to have 36 months as a Resident Engineer on a “similar complexity and cost project” PLUS 120 months of additional experience on a “similar complexity and cost project”, which now equals 156 months of experience.  It also now requires 156 months of experience or the PM with a NICET IV and for the Construction Inspector it would require 288 months of experience.  We would assume the “years of experience” for the PM would be required to obtain the 104-point Max Score for Section 6.  Is this correct?

 

Answer 3: Section 6 has been revised to 5 years of experience.

 

Question 4: Section 7 requires three (3) similar complexity and cost projects that have been completed within the last ten (10) years, or are at least 50% complete.  Is this in addition to the Project Manager experience in Section 6, or included within the experience specified in Section 6? 

 

Answer 4: Section 7 is not additional experience.
