Question 1: In regards to the following section of solicitation 052 I would ask that the requirement for professional licensed land surveyor be amended to included registered hydrographic surveyor or some specific wording giving differentiation between land and marine survey. There is a major difference in the methodologies of collecting data over water vs typical land surveying. Much of the systems used to collect data are different and many years’ experience are required to produce quality data. As far as I know The State Board of Professional Engineers and Land Surveyors does not regulate marine surveying and does not offer licensing for such specializations. I have been performing bathymetric surveys with various organizations in NJ and around the world since 2003.

MARINE SURVEYING

The consultant may be asked to perform a variety of surveying tasks, including, but not limited to, collecting, verifying, interpreting and presenting bathymetric, sampling and/or side scan sonar data for use in construction and/or maintenance of the State¡¦s waterways. Additional upland coastal surveying may be required of confined disposal facilities and maritime infrastructure. The following potential work items are presented to assist the consultant in assembling a team with appropriate capabilities:

Collect, interpret and report data from bathymetric surveys of State waterways and facilities using USACE methodology; or oversee such work effort. State of the art equipment and appropriately sized vessels required for navigating in as little as 1-2 feet of water or in open Bay waters along Jersey shore or Delaware River and Bay. Professional Licensed Surveyor with current registration in NJ required.

Collect, interpret and report data from side scan sonar surveys of State waterways and facilities using USACE methodology; or oversee such work effort. State of the art equipment and appropriately sized vessels required for navigating in as little as 1-2 feet of water or in open Bay waters along Jersey shore or Delaware River and Bay. Professional Licensed Surveyor with current registration in NJ required.

Collect, interpret and report data from topographic surveys of confined disposal facilities or placement locations for beneficial use of dredged material; or oversee such work effort. Professional Licensed Surveyor with current registration in NJ required.



Answer 1: A NJPLS is required to sign all surveys. Only one person on the team is required to have the PLS, not all workers on the team. We are requiring the person who holds the PLS to be the team leader. The Scope of Work and Evaluation Forms have been modified to reflect this clarification.

Question 2: Would the Department consider giving full points to the PM, if in replace of the Masters or PhD in Env. Science, Env. Planning, Transportation Planning, Environmental/Civil/Marine Engineering he/she has a BS in Civil Engineering and a Professional Engineering license in NJ, and has directly related project experience?

Answer 2: Directly related project experience would weigh heavily in their favor, yes.
