Question 1: Please confirm a CPM Schedule is NOT Required.
Answer 1: No, a CPM schedule is not required.
Question 2: Are graphic permitted to be included in the proposal document?
Answer 2: Yes.
Question 3: Can the Project Manager also serve as Team Leader?
Answer 3: Yes.
Question 4: Can the Geotechnical Engineering and Pavement Design Task Leaders be the same individual?
Answer 4: Yes.
Question 5: Can the Transportation Planning and Community Involvement Task Leaders be the same individual?
Answer 5: Yes.
Question 6: Can someone with a degree in geological engineering (BS, MS, PhD) and NJ Professional Engineer, practicing geotechnical/pavement/rock engineering/tunneling disciplines for more than 30 years meet all the qualifications requirements (Section 9) for the geotechnical engineering task leader?
Answer 6: Yes.
Question 7: Can the same qualified person serve as both the Geotechnical Engineering and Pavement Design Task Leaders?
Answer 7: Yes.
Question 8: Will you allow 11” x 17” fold-outs for the schedule, the organizational chart, and the 2 extra pages for figures?
Answer 8: Schedules are not required. Yes, organizational charts will be accepted on 11x17 fold-outs and 2 extra pages for figures.
Question 9: Can the same qualified person serve as both the Traffic Engineering and Transportation Planning Task Leader?
Answer 9: Yes.
Question 10: Can one person be designated as a Task Leader for 2 tasks?
Answer 10: Yes.
Question 11: From reading the solicitation, we understand that the LPA will choose the consultant for their project from the pool of firms selected by NJDOT. Will the LPAs be permitted to select a firm that also represents the LPA as their Municipal Engineer, or will this be considered a conflict of interest?
Answer 11: Yes, this is permissible.
Question 12: The 4th key issue references “18 Code of Federal Regulation” which is for Conservation of Power and Water Resources. Is the actual intent of the key issue to reference the Code of Federal Regulations 49 CFR Part 18 which is the Common Grant Rule?
Answer 12: The correct reference is 49 CFR Part 18 which is the Common Grant Rule.
