For Current Technical Proposals

Questions will be accepted up to question cut-off date noted in the technical proposal.

Question 1: Can the Page limit for narrative in Section 12 of the Evaluation Criteria be increased?

Answer 1: Yes, the new limit is 3 pages.

Question 2: Please confirm that no Bridge Design or Geotechnical Engineering Team Leader is required for this solicitation.

Answer 2: Not required.

Question 3: Part 4, Section 10 Instructions indicates 3 similar projects but in the individual Team Leader boxes, the number of projects varies from 1 to 3. Please clarify whether 3 projects are being requested or the number shown in the individual boxes, and whether 3 projects will be reviewed and considered for scoring if only 1 or 2 is requested in the box.

Answer 3: Give the number shown in the individual boxes. In some instances, 1 is shown. In other instances, 2 or 3 are shown.

Question 4: Can the Roadway Task Lead also serve as the Utility Engineering Task Lead, if they satisfy the criteria requirements of both roles?

Answer 4: Yes.

Question 5: Can one person serve as Environmental Task Lead and Community Involvement Task Lead, if they satisfy the criteria requirements of both roles?

Answer 5: Yes.

Question 6: Can the same person be used for a Team Leader of Electrical Engineering as well as Team Leader for ITS?

Answer 6: Yes.

Question 7: The RFP has identified the qualifications for Bridge Design and Geotechnical Engineering as “N/A”. Accordingly, please confirm there will be no team leaders or technical resumes submitted for these positions.

Answer 7: Confirmed.

Question 8: Can the Project Manager also serve as the Community Involvement Team Leader?

Answer 8: Yes.

Question 9: May the two extra graphics that accompany the 3 page narrative be 11x17?

Answer 9: Yes.

Question 10:  Can the organization Chart be 11x17?

Answer 10: Yes.

Question 11: The Task Leaders for Bridge and Geotechnical are listed with no requirements.  Are we to submit resumes for these Task Leaders?

Answer 11: No.

Question 12: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS Engineering requirement for Utility Task Leader?

Answer 12: Yes.

Question 13:  In the CD Report the BLAES indicate that they will be completing Activities 3300, 3305 and 3310.  To what extent does the cultural resources need to addressed by the prime or cultural resources sub-consultant?

Answer 13: Assume BLAES will ask for assistance on an as needed basis.

Question 14: Should the write-up for the technical proposal only address the Route 40 & County Route 555 Intersection, Operational, and Safety Improvements project?

Answer 14: Yes. The write up in Section 12 should address the Route 40 & County Route 555 Intersection, Operational, and Safety Improvements project and/or a typical intersection improvement project.

Question 15: Is the Design of a Traffic Management Center requirement for the ITS Team Leader necessary for this proposal? Is it possible to remove this from the ITS Team Leader requirements?

Answer 15: This requirement, along with others, were removed from the Evaluation Criteria.

Question 16: The Evaluation Criteria state that the Chapter 51 Certification should be included, but it is a Federally funded project and it is not on the “Required Documents” list at Bid Express. Should this form be included in the package?

Answer 16: No, Chapter 51 is not required for submission.

Question 17: Is a ITS TL with a BS in Mechanical Engineering and PE with 20 years of experience in ITS field acceptable?

Answer 17: Yes.

Question 18: On resumes with a one-project requirement to demonstrate experience, can more than 1 project be provided to cover all items in the experience requirements?

Answer 18: No.

Question 19: Can experience for Hydraulics and Hydrology be shown in more than one project as specified in RFP?

Answer 19: No.

Question 20: The only related ITS element in the project is limited to a CCTV Camera. This is often included under the work responsibility of the Traffic Engineer. Can the need for an ITS Team Leader resume be eliminated?

Answer 20: No.

Question 21: Since the Cultural Resource work will be in support of the BLAES on as needed basis can the need for a Cultural Resource Team Leader resumebe eliminated?

Answer 21: Yes.

Question 22: The Route 40/CR 555 project is not complex, located in a rural settingand does not appear to have generated any contentious opposition during the CD Study. Community Involvement activities for projects of this nature are usuallymanaged directlyby the consultant'sProject Manager in collaboration with the OCR. Can the need for a Community Involvement resume be eliminated?

Answer 22: No.

Question 23: In section 12, it notes that we should be writing the key issues addressing the representative project as well as “any typical intersection improvement project.” However, in the Q/A, it notes info below.

“Question 14: Should the write-up for the technical proposal only address the Route 40 & County Route 555 Intersection, Operational, and Safety Improvements project.

Answer 14: Yes.”

Based on above, kindly confirm that we will be writing the key issues addressing the representative project only and not, “ any typical intersection improvement project.”

Answer 23: The write up in Section 12 should address the Route 40 & County Route 555 Intersection, Operational, and Safety Improvements project and/or a typical intersection improvement project. Q+A 14 has been revised.
